Paul Maxwell is a Director in the Energy practice and is responsible for the power generation related consulting services including project development, due diligence review, independent engineer/owner engineer, and dispute resolution services to private and public sector clients. Mr. Maxwell has more than 20 years of experience with siting, permitting, interconnection, financing, contracting, plant design, construction and operations. He has developed, reviewed, approved and negotiated power sales, development, construction and O&M contracts. He has performed site studies, evaluations and financial analyses for a multitude of existing and planned power projects across the western U.S. and Canada. He has provided expert witness testimony with respect to design and performance issues for large scale power plants.
